CODE DE CONDUITE DE LA RCGA

L’Association Royale de Golf du Canada (RCGA) est fière de la qualité de ses joueurs et des clubs hôtes, ainsi que de l'implication importante de la communauté à chaque tournoi. Pour faire de chaque tournoi une expérience agréable pour tous, les participants sont tenus de respecter le Code de conduite de la RCGA.

Le Code doit être respecté tout au long du tournoi.

Infractions au Code de conduite sur le parcours

·         Une conduite anti-sportive, y compris le langage offensant, les bâtons lancés, un manque de respect à l’égard des bénévoles, des officiels ou des autres compétiteurs, et les dommages au parcours

·         La consommation d'alcool ou de drogues

·         L'inobservation du code vestimentaire lors des rondes de pratique ou de compétition

Infractions hors lieux au Code de conduite

·         Tout vandalisme sur les lieux de l'hôtel du championnat, tout comportement violent envers une famille hôte ou leur propriété.

·         Toute autre conduite indigne d'un participant de la RCGA

Code vestimentaire

Tenue réglementaire :

·         Casquette ou visière portée avec la visière devant; les hommes doivent enlever leur casquette ou visière à l'intérieur des installations hôtes.

·         Polo de golf avec le pan de chemise rentré à la taille.

Tenue prohibée :

·         Débardeur, t-shirt.

·         Shorts en denim, shorts courts, shorts sans ourlet, shorts d'exercice, jeans.

·         Shorts tombant plus bas que les genoux, ou dont les bords sont roulés.

·         Souliers avec crampons en métal ou crampons traditionnels.

Une mise vestimentaire appropriée est de rigueur en tout temps au club hôte. Tout cas de tenue inappropriée sera examiné par le comité de tournoi. Lorsque le code d'un club hôte relatif à la tenue vestimentaire s'avère plus sévère que le code de la RCGA, le code du club prévaut. Tout joueur qui ne respecte pas le code vestimentaire n'aura pas le droit de jouer ou, si le jeu est déjà commencé, le joueur devra cesser immédiatement de jouer.

Mesures disciplinaires

·         L'inscription du joueur peut être révoquée à tout moment (y compris durant le championnat) par la RCGA. Une conduite indigne peut entraîner la révocation de son inscription.

·         Toute infraction au Code de conduite sera signalée par avis écrit au participant.

·         La disqualification à l'avenir de toute compétition sanctionnée par la RCGA à laquelle le joueur a été accepté.

Le comité de tournoi de la RCGA peut imposer une ou chacune des mesures disciplinaires citées selon la gravité et la fréquence de la ou des infractions. Dans les 30 jours d'une suspension, le joueur devra soumettre au comité disciplinaire de la RCGA la version du joueur concernant l’incident faisant l’objet de l’avis d'infraction au code de conduite. Le comité décidera de la durée de la suspension après étude de tous les documents présentés, y compris le résumé de la situation préparé par le personnel de tournoi de la RCGA. Tout joueur suspendu sera exclu des distinctions d'après-saison.

RCGA CODE OF CONDUCT

The RCGA takes great pride in the quality of its players, host facilities and broad community involvement at each tournament. In order to continue making RCGA tournaments enjoyable for everyone, the Association requires all participants to adhere to a set of guidelines known as the RCGA Code of Conduct.

The RCGA Code of Conduct is to be followed throughout the entire competition.

VIOLATIONS OF THE CODE OF CONDUCT ON THE GOLF COURSE

·         Unsportsmanlike conduct, including abusive language, club throwing, disrespect to volunteers, officials or fellow competitors, or abuse of golf course property.

·         Use of drugs or alcohol.

·         Failure to adhere to the dress code during practice round or tournament play.

VIOLATIONS OF THE CODE OF CONDUCT OFF THE GOLF COURSE

·         Any vandalism at a host hotel, abusive behaviour to host family or their property.

·         Any other conduct not becoming of an RCGA participant.

DRESS CODE

REQUIRED DRESS:

·         Hats/visors must be worn with brim forward; males must remove hat/visor while indoors at host facility.

·         Collared shirts must be worn and tucked in at all times.

PROHIBITED DRESS:

·         Tank tops, T-shirts.

·         Denim shorts, short-shorts, cut-off shorts, gym shorts, jeans.

·         Shorts must not be below knee length and may not be rolled up.

·         Shoes with metal or traditionally designed spikes.

Proper attire is required at all times at the host facility. The Tournament Committee will review questionable attire. Should a host facility have a stricter dress code, its policy will take precedence. Participants in violation of the Dress Code will not be allowed to tee off or, if the violation is discovered once play has begun, the participant will be asked to immediately discontinue play.

CODE OF CONDUCT PENALTIES

·         A participant’s entry is subject to rejection at any time (including during the Championship) by the RCGA.  The reason for rejection may include unbecoming conduct.

·         Any Code of Conduct violation will result in a written letter to the participant.

·         Disqualification from future RCGA sanctioned tournament(s) for which he has been accepted.

The RCGA Tournament Committee may assess any or all of the preceding penalties based on the severity and frequency of the violation(s). In the event of a suspension, the participant will be required to submit a written account of the Code of Conduct violation to the RCGA Discipline Committee within 30 days of the suspension. The Committee will determine the length of the suspension after reviewing all submitted materials, including an RCGA tournament staff account of the violation. Any participant who is under suspension will not be eligible for post-season honours.

DRESS CODE

All RCGA Competitors and Caddies must adhere to the RCGA dress code.

Golf shorts are permitted.  However, they must not extend beyond the top of the knee, and must not be shorter than three inches above the knee. Socks are required when shorts are worn.

Golf shirts must have collars.  Mock necks are acceptable.

Rugger / Cargo pants with external pockets, jeans and tank tops are not permitted.

The RCGA dress code is in effect during all practice and tournament rounds; and anytime the competitor is on the host golf course property.

FOOTWEAR

It is a condition of RCGA competitions that shoes with metal or traditionally designed spikes are prohibited. Penalty for breach of this rule is DISQUALIFICATON.

CADDIES: Caddies must wear flat-soled shoes.

CODE VESTIMENTAIRE

Tous les compétiteurs et cadets doivent respecter le code vestimentaire de la RCGA.

Les shorts de golf sont permis. Cependant, les shorts ne doivent pas descendre plus bas que la partie supérieure des genoux, ni s’arrêter plus de trois pouces au-dessus des genoux. Les chaussettes sont de rigueur avec le port d’un short.

Les polos de golf doivent avoir un collet. Les cols cheminée sont permis.

Le port d’un pantalon Rugger avec poches plaquées, d’un jean ou d’un débardeur est défendu.

Le code vestimentaire de la RCGA est en vigueur lors des parties d’entraînement et de compétition; et en tout temps lorsque le compétiteur est sur les lieux du club hôte.

CHAUSSURES

Comme condition du tournoi, il est interdit aux compétiteurs de porter des souliers à crampons en métal ou à crampons conventionnels. La pénalité pour infraction à cette condition est la DISQUALIFICATION.

CADETS : Les cadets doivent porter des souliers à semelle unie.

OPENING CEREMONIES AND WELCOME RECEPTION

The RCGA, host tournament committee, and the Riverside Country Club invite you to attend the Opening Flag Raising Ceremony, Saturday, August 11 at 5:30pm. All players and guests are welcome to attend. Dress is casual for all non-team participants.

WILLINGDON CUP TEAM DINNER

The Willingdon Cup Team Dinner will be held on Saturday, August 11, at the Riverside Country Club. The reception will begin immediately after the opening ceremonies, followed by dinner at approximately 7:00pm. This will be a jacket and tie affair for all teams, captains, and invited guests.

PLAYER’S DINNER

The host committee of the Riverside Country Club would like to extend an invitation to all competitors to Saskatchewan Night, featuring a pitchfork fondue on Sunday, August 12, following play (approximately 7:00pm).  The dinner will be held at Riverside Country Club.  Dress is casual.

HOST HOTEL

The Sheraton Cavalier 306-652-6770 ext. 3322 is the official host hotel for the championship – please refer to the 2007 Canadian Amateur Championship when making your reservation. A shuttle service will be available between this hotel and the Riverside Country Club.

PLAYER HOUSING

Members of the Riverside Country Club will be offering to house participants in the Canadian Amateur. Availability is limited, on a first come-first served basis. Please contact Player Services, Myrna Berwick at mberwick@shaw.ca to obtain further details.

STARTING TIMES                                     

Starting times for the first and second rounds will be made available at registration, in the RCGA Tournament Office and in the Golf Shop on Saturday, August 11th, at 8:00 a.m. Second round Willingdon Cup, and individual third and final round starting times will be available in the evening preceding play at approximately 8:30 p.m. in the RCGA Tournament Office and in the Golf Shop, and after 9:00 p.m. at the host hotel.

PAIRINGS RECEPTION – MONDAY, AUGUST 13

Following the second round, the RCGA Tournament Rules Chair will announce the pairings for Tuesday’s Matches at an informal gathering to be held at the Riverside Country Club. All players are invited to attend. The Pairings Reception is scheduled to begin following play (approximately 8:00pm).

WESTERN NIGHT – TUESDAY, AUGUST 14

The host committee of the Riverside Country Club would like to extend an invitation to all competitors to Western Night, featuring a BBQ, games and music on Tuesday, August 14, following play (approximately 7:00pm).  The BBQ will be held at Riverside Country Club.  Dress is casual.

DRESS CODE

The RCGA Dress Code is in effect during the entire Championship. The Dress Code is available on the RCGA Web site (www.rcga.org) and will be supplied to each participant at registration. If you have any questions, please consult with an RCGA Tournament Official.

CADDIES

Caddies will be available to all participants who have indicated they require a caddie on the official entry form. The cost of a caddie is $40.00/round. Additional caddies are available on a first come – first served basis. You may also reserve a caddie by calling the Riverside Country Club Golf Shop at 306-373-1292 or contacting Caddie Chairman Don Steele at d_isted@sasktel.net.

CLUBHOUSE FACILITIES

The Riverside Country Club will be open daily at 6:00am. The clubhouse restaurant has a varied menu to serve the needs of players and guests throughout the week. Cash and Credit Cards will be accepted in both the Clubhouse and Golf Shop.

PRACTICE FACILITIES

Practice Facilities at the Riverside Country Club will be available to all tournament players for the duration of the Championship. Range will open each day at 6:00am - balls are complimentary, courtesy of the host club and organizing committee.

LOCKERS & CLUB STORAGE

Riverside Country Club has a limited number of lockers available.  If you wish to reserve a locker for the week, or want to have your club stored, please make arrangements through the Golf Shop no later than July 30, 2007.

NO SHOW POLICY             

If you find you cannot compete in the championship, you must officially withdraw from the event by contacting Alison Turcotte at 800-263-0009 ext. 250.  This allows us to replace you with an alternate.  If you cannot compete and do not withdraw and are therefore a “no show”, you may be subject to DISQUALIFICATION from future RCGA and provincial competitions.

RÉCEPTION DE LA COUPE WILLINGDON

La réception de la Coupe Willingdon aura lieu le samedi 12 août au Riverside Country Club. Réception à 18 h 30; repas à 19 h. Tenue : veston et cravate pour les membres des équipes provinciales, les capitaines et les invités.

soirée DES JOUEURS

Le comité organisateur du club hôte de Riverside invite tous les compétiteurs à la Soirée Saskatchewan « fondue à la fourche » le dimanche 12 août, à la conclusion du jeu (environ 19 h). La soirée a lieu au Riverside Country Club. Tenue décontractée.

HÔTEL HÔTE

L’hôtel hôte du tournoi est le Sheraton Cavalier 306-652-6770 x3322. Veuillez mentionner le nom du championnat au moment de faire votre réservation (2007 Canadian Amateur Championship/Championnat canadien amateur 2007). Il y aura un service de navette entre l’hôtel et le Riverside Country Club.

HÉBERGEMENT

Des membres du Riverside Country Club ont offert de loger des participants du Championnat amateur. Les places seront accordées par ordre des demandes. Pour de plus amples renseignements, contactez le président du Comité des services aux joueurs, Myrna Berwick à mberwick@shaw.ca.  

HEURES DE DÉPART 

Les compétiteurs pourront obtenir la liste des heures de départs pour les deux premières parties lors de l’inscription le samedi 11 août à 8 h et suivant l’inscription, au bureau de tournoi de la RCGA et à la boutique du pro. Les heures de départ pour la deuxième ronde de la Coupe Willingdon et les heures de départ pour la troisième ronde et la ronde finale du championnat seront disponibles la veille de chaque partie, vers 20 h 30, au bureau de tournoi de la RCGA et à la boutique du pro, et vers 21 h à l’hôtel hôte.

TENUE VESTIMENTAIRE

Le code vestimentaire de la RCGA sera en vigueur tout au long du championnat. Le code vestimentaire est affiché au site Web de la RCGA (www.rcga.org) et copie sera fournie à chaque participant lors de l’inscription. Pour tout renseignement à ce sujet, communiquez avec un officiel de la RCGA.

CADETS 

Les participants qui ont demandé un cadet en cochant la case appropriée sur le formulaire d’inscription pourront se prévaloir de ce service au prix de 40 $ par ronde. Des cadets additionnels seront disponibles - premier arrivé, premier servi. Vous pouvez également réserver les services d’un cadet en communiquant avec la boutique du pro du Riverside Country Club au 306-373-1292 ou en communiquant avec le président du Comité des cadets Don Steele à d_isted@sasktel.net.

INSTALLATIONS

Le Riverside Country Club sera ouvert à compter de 6 h chaque jour. Le restaurant offre un menu varié pour plaire à tous les compétiteurs et leurs invités. Paiements en espèces ou par carte de crédit acceptés au chalet et à la boutique du pro.

INSTALLATIONS DE PRATIQUE

Les installations de pratique du Riverside Country Club seront ouvertes à tous les compétiteurs tout au long du championnat. Le terrain de pratique sera ouvert à compter de 6 h chaque jour. Les balles de pratique seront fournies gratuitement, gracieuseté du club hôte et du comité organisateur.

VESTIAIRE ET ENTREPOSAGE DES BÂTONS

Le Riverside Country Club offrira un nombre limité de casiers. Pour réserver un casier pour la semaine, ou pour entreposer vos bâtons, communiquez avec la boutique du pro pas plus tard que le 30 juillet 2007.

POLITIQUE EN CAS D’ABSENCE 

Si vous ne pouvez participer au championnat, vous devez vous retirer officiellement du tournoi en contactant Alison Turcotte de la RCGA, au numéro 1-800-263-0009, poste 250. Ceci nous permettra de combler votre place au peloton. Si vous ne pouvez participer au tournoi et que vous ne vous retirez pas officiellement, vous pourrez être DISQUALIFIÉ à l’avenir de toute compétition provinciale ou de la RCGA.

2007 PACE OF PLAY POLICY                                                                                                                  

The Rules of Golf require that a player must play without undue delay (Rule 6-7).  Rule 6-7 states, in part: “For the purpose of preventing slow play, the Committee may, in the conditions of a competition (Rule 33-1), establish pace of play guidelines including maximum periods of time to complete a stipulated round, a hole or a stroke.”  In accordance with Rule 6-7, the RCGA has adopted the following pace of play guidelines.

“OUT OF POSITION” DEFINED – STROKE PLAY

The first group to start will be considered out of position if, at any time during the round, they exceed the time allotted to play, as detailed on the applicable course’s Pace of Play Time Chart (Time Par).  Time Par will be established at each course for groups of two players, three players or four players.

The second and third groups to start will be considered out of position if, at any time during the round, they (a) exceed the allotted time to play and (b) arrive at the teeing ground of a hole that is open and free of play.

Any subsequent group will be considered out of position if, at any time during the round, they arrive at the teeing ground of a hole that is open and free of play.

“OUT OF POSITION” DEFINED – MATCH PLAY

The first match to start will be considered out of position if, at any time during the round it exceeds the time allotted to play, as detailed on the applicable course’s Pace of Play Time Chart (Time Par).

Subsequent matches will be considered out of position if, at any time during the round, they (a) exceed the allotted time to play and (b) arrive at the teeing ground of a hole that is open and free of play.

MONITORING OF GROUPS

A group that is out of position will normally be so informed by the Committee.    However, the Committee reserves the right to time any player or group of players that the Committee deems is out of position or may be in breach of Rule 6-7, whether or not the player or group has been informed.

TIMING

The timing of a player’s stroke will begin when it is his turn to play and he can play without interference or distraction.  Any time spent determining yardages will count as time taken for the next stroke.  On the putting green, timing will begin after a player has been allowed a reasonable amount of time to mark, lift, clean and replace his ball, repair his ball mark and other ball marks on his line of putt and remove loose impediments on his line of putt.

Any player in a group which is out of position shall be penalized for undue delay if, during the round, he twice takes 40 seconds or more to play a stroke.

An extra 10 seconds will be allowed for:

(a)      the first player to play a stroke on a par-3 hole;

(b)     the first player to play a second stroke on a par-4 or par-5 hole (when attempting to reach the putting green);

(c)      the first player to play a third stroke on a par-5 hole; or

(d)     the first player to play on or around the putting green.

If a group, which is out of position, regains its position, timing of players will cease.  Timing may recommence if the group subsequently falls out of position, in which case any recorded timing exceeding 40 seconds anytime during the round will be carried over throughout the round.  Such groups out of position will not be notified of monitoring and timing unless asked by the player(s).  The Committee reserves the right to time an individual player or group of players.

Undue delay can also occur between strokes (such as by walking too slowly) and between the play of two holes.

PENALTIES

Stroke play:  Any player in a group out of position who exceeds 40 seconds to play a stroke on two occasions will be informed as soon as practicable that he has been penalized one stroke.  If the player exceeds 40 seconds to play a stroke on two more occasions while the group remains or has again become out of position (a total of four), he will be informed as soon as practicable that he has been penalized an additional two strokes.  If the player exceeds 40 seconds to play a stroke on two more occasions while the group remains or has again become out of position (a total of six), he will be informed as soon as practicable that he has been disqualified.

Match play:  Any player in a match out of position who exceeds 40 seconds to play a stroke on two occasions will be informed as soon as practicable that he has lost the hole at which the second excess time was recorded.  If the player exceeds 40 seconds to play a stroke on two more occasions while the group remains or has again become out of position (a total of four), he will be informed as soon as practicable that he has forfeited the match.

Note: In circumstances where the Committee deems fit, the general penalty under Rule 6-7 may still apply.
